10 <br />be advised that since adoption is part of a legal procedure. <br />❑ Upon the filing of the Petition for Adoption, the Social Worker must notify the Guardian ad <br />Litem office and the Cabarrus County DSS Attorney, giving the GAL the opportunity to file a <br />motion opposing the placement and allowing DSS to motion the Juvenile file for case closure. <br />UNFAVORABLE PREPLACEMENT ASSESSMENTS <br />In the event that a Preplacement Assessment is not approved by Adoption Committee, written <br />notification regarding the denial of a Preplacement Assessment shall be sent to the family, with <br />appeal information accompanying the letter. The denial letter shall clearly state the reasons <br />that a child cannot be placed in the home. The original unfavorable Preplacement Assessment <br />must be filed with the NC Division of Social Services. The NC Division of Social Services shall <br />contact the agency should appropriate action be required regarding a child placed with the <br />prospective adoptive parent who is the subject of an unfavorable Preplacement Assessment. <br />Should the applicant be dissatisfied with Adoption Committee's decision, the applicant shall <br />have the following recourse for voicing concerns. The applicant can request an internal agency <br />review. Agency administrative protocol to voice client concerns goes through the following <br />persons, in the order outlined: Social Worker, Social Work Supervisor, Program Manager, <br />Program Administrator, Agency Director, and the Children's Program Representative from NC <br />Division of Social Services. After exhausting the agency's procedures for internal review, the <br />applicant may prepare and file a written response with the NC Division of Social Services and <br />the agency. <br />POST - PLACEMENT /POST- ADOPTION SERVICES <br />Post - placement services are services that are provided after the child's placement with their <br />adoptive family but before the Decree of Adoption is issued. Post - placement services include <br />both direct and indirect services provided to the adoptive child and family. The goal of these <br />services is to facilitate the integration of the child and family and the resolution of problems <br />that they may encounter. When a child is placed in an adoptive home, face -to -face contact shall <br />be made at least once within the first week of placement and then at least monthly with the <br />adoptive parents and the child. The purpose of the visit shall be for regular and ongoing <br />support, monitoring and /or counseling of the family and to document the progress of the <br />placement. Post - Adoption Services are voluntarily provided to families upon request after the <br />Decree of Adoption. Both Post - Placement and Post - Adoption Services are designed to build and <br />preserve adoptive families. Cabarrus County DHS has shown a commitment to providing <br />intensive services to placement resources with a Post - Placement Private Agency contracted by <br />The Division of Social Services. These contract agencies provide Preplacement Assessments, as <br />well as pre- and post - placement support at no charge to families adopting children in the North <br />Carolina foster care system. <br />1303 S.
