CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />JANUARY 21 2015 <br />1 P.M. <br />AGENDA CATEGORY: <br />Consent Agenda <br />SUBJECT: <br />DHS - Community Alternatives Program Divestment <br />BRIEF SUMMARY: <br />The Community Alternatives Program (CAP) is a Medicaid based program <br />with the goal of helping nursing home level of care citizens remain at <br />home through a comprehensive service plan. The goal of the program is <br />to promote a person being able to remain in their home safely and defer <br />the costs of nursing home placement through intensive in -home services. <br />The Cabarrus County Department of Human Services is the lead agency <br />for CAP services for the county and has been administering this program <br />since its inception. The Department has historically operated the program <br />as a budget neutral program, where revenues at least met expenses. <br />Three years ago, the Department divested of the CAP -C program (CAP <br />services for children) in an effort to reduce expenditures due to <br />decreasing revenues. Over the past two years, additional Medicaid <br />reimbursement reductions have resulted in the program expenses <br />exceeding available revenue. In addition, the conversion to the North <br />Carolina Tracks billing system for Medicaid has created an administrative <br />burden for billing CAP services, resulting in delayed and lost revenues. <br />With these current trends, the Department is recommending divesting <br />itself of the CAP program.
