program as a budget neutral service, <br />- Rising costs of providing services, <br />- Competition with the private sector who can often provide the services in <br />a more efficient manner, <br />- Administrative burdens in both case management and billing systems, <br />-And the need to reallocate resources to mandated services that have <br />been taxed with higher workloads and demands. <br />Therefore, we believe it is in the best interest of the county to divest of <br />these services and allow them to be provided within the private sector. <br />This process begins with a notification to the state regarding a decision to <br />divest of CAP services. The state will then work with private providers to <br />identify the agency who will provide CAP services going forward to ensure <br />services are maintained. Our divestment should not result in any lost <br />services to current CAP clients. <br />The Department is also recommending reallocation of staff positions <br />currently assigned to the CAP area to the Economic Services Division to <br />provide additional needed resources to process applications and conduct <br />reviews for public assistance. <br />REQUESTED ACTION: <br />Motion to adopt recommendation of divestment of Community Alternatives <br />Program and to allow the Department to inform the state to seek a private <br />provider as directed by CAP policy. <br />EXPECTED LENGTH OF PRESENTATION: <br />SUBMITTED BY: <br />Ben Rose, Human Services Director <br />BUDGET AMENDMENT REQUIRED: <br />No <br />COUNTY MANAGER'S RECOMMENDATIONS /COMMENTS: <br />This item was approved by the Board for inclusion on the Agenda as a <br />Consent item. <br />F -3 Page 71 <br />
