WHEREAS, the Cabarrus Center will help increase multi - jurisdictional, multidisciplinary <br />interoperability to ensure a competent level of regional prevention, communication, cooperation, <br />and coordination for an all- hazards incident necessary to execute a wide range of incident <br />management operations if the need should arise; and <br />WHEREAS, the parties desire to enter into an agreement regarding the sharing of space <br />at the Cabarrus Center. <br />NOW, THEREFORE, for and in consideration of the mutual covenants and agreements <br />herein contained, the parties do hereby agree as follows: <br />1. Cabarrus shall allow Union use of the Cabarrus Center upon occurrence of a Service <br />Outage or Disaster Situation in Union County (as defined above) until such time as Union <br />is able to restore emergency call operations at the Union Center and the Service Outage <br />or Disaster Situation is no longer in effect. Cabarrus shall also allow Union use of the <br />Cabarrus Center for (i) any planned Service Outage at the Union Center caused by <br />equipment or service upgrades; and (ii) planned training activities by Union Center staff. <br />a. If there is a planned Service Outage at the Union Center, the Union Director of <br />Emergency Communications and the Cabarrus County Sheriff, or their designees <br />(the "Authorized Representatives "), shall coordinate with each other to ensure <br />that the Cabarrus Center is properly prepared for use as Union's alternate 911 call <br />center. Union will use its best efforts to provide Cabarrus with at least ten (10) <br />calendar days' notice of such a planned Service Outage. <br />b. Union may request that Cabarrus make the Cabarrus Center available for training <br />activities by Union at a maximum of once per quarter. Such training activities <br />shall not interfere with Cabarrus' ordinary business functions at the Cabarrus <br />Center. Upon request by Union to use the Cabarrus Center for training, Cabarrus <br />agrees to reasonably provide Union with such space on a date and time mutually <br />agreeable to both parties. <br />1 Each time Union makes use of the Cabarrus Center, Union shall contact its telephone <br />service provider's central office to request that phone calls to the Union Center be <br />rerouted to the Cabarrus Center. Union Center staff will then travel to the Cabarrus <br />Center, where such staff members from Union will be able to receive and direct <br />emergency calls originating in Union County. During the time between Union's <br />request to reroute calls to the Cabarrus Center and the arrival of Union Center staff at <br />the Cabarrus Center, the staff of the Cabarrus Center shall receive and direct the <br />Union emergency calls, which calls will be received through the Cabarrus Center <br />emergency call system. <br />Each party will be responsible for the configuration of its emergency management <br />software applications at the Cabarrus Center and shall strictly adhere to any cyber <br />security and network configuration policies enacted by Cabarrus.
