ensure that it is fully compliant with any emergency management software <br />application agreements to which it is a party. <br />a. Prior to commencement of Union's use of the Cabarrus Center as an alternate 911 <br />call center, Cabarrus shall permit Union to install all equipment and technology <br />necessary for the operation of Union's alternate 911 call center. Such installation <br />shall include, but not be limited to, the following equipment and technology: <br />Viper components to expand the phone switch; extension of 911 and <br />administrative lines to expand telephone connectivity; radio equipment; recording <br />equipment; ANI/ALI service; computers, monitors, and chairs; and microwave <br />connection to the Wingate Tower Prime Site. <br />b. Upon termination of this Interlocal Agreement, Cabarrus shall retain use and <br />ownership of all technology and equipment installed by Union at the Cabarrus <br />Center, with the exception of chairs, computers, and other equipment which <br />Union shall supply that Union reasonably determines is removable without <br />interference with or damage to Cabarrus equipment or technology. <br />4. Union shall use those funds it receives from the North Carolina 911 Board to pay for <br />the equipment, technology, and any other items needed to establish Union's alternate <br />911 call center. However, notwithstanding the preceding sentence, if approved <br />through its governing board's budget, in such board's sole discretion, Union may <br />utilize other funding sources to pay for necessary expenses pursuant to this Interlocal <br />Agreement. <br />S. The Authorized Representatives shall meet at a minimum on a semi- annual basis, and <br />they shall have the authority to implement policies and procedures needed to <br />successfully operate the Caban Center as the Union alternative 911 call center. <br />However, the Authorized Representatives shall not have the authority to implement <br />policies and procedures affecting cost outside the terms of this Interlocal Agreement <br />without prior approval from their respective governing bodies. <br />6. Cabarrus may allow any other jurisdiction not a party to this Interlocal Agreement to <br />use the Cabarrus Center on an emergency basis for a limited period of time so long as <br />such use does not interfere with Union's use of the Cabarrus Center under this <br />Interlocal Agreement. <br />7. Employees of Cabanas and Union shall at all times, and for all purposes, remain <br />employees of their respective agency while carrying out the rights and obligations <br />contained in this Interlocal Agreement. In Union County, the staff of the Emergency <br />Communications Division, under the supervision of the Division Director, shall carry <br />out the terms and conditions of this Interlocal Agreement. In Cabarrus County, the <br />staff of the Cabarrus County Sheriff s Office, under the supervision and authority of <br />the Cabarrus County Sheriff, shall carry out the terms and conditions of this Interlocal <br />Agreement. <br />3 of 4 <br />Attachment number 1 <br />F -8 Page 88 <br />
