RESOLUTION BY THE CABARRUS SOIL AND WATER CONSERVATION DISTRICT BOARD <br />REGARDING CONSERVATION OF <br />SIGNIFICANT NATURAL AREAS <br />WHEREAS, the Yadkin Pee -Dee River Basinwide Water Quality Plan was <br />revised by the State of North Carolina in 2008 <br />WHEREAS, the North Carolina Action Plan was published by the North <br />Carolina Wildlife Resources Commission in 2005; and <br />WHEREAS, An Inventory of the Significant Natural Areas of Cabarrus <br />County, North Carolina was published in 2002 with funding by Cabarrus <br />County and the State of North Carolina; and <br />WHEREAS, the Upper Rocky River Local Watershed Plan released by the <br />State of North Carolina in 2004. <br />WHEREAS, Soil Survey of Cabarrus County North Carolina was published <br />in 1988 with local, state and federal funding; and <br />WHEREAS, the North Carolina Wildlife Resources Commission has <br />developed land use planning tools collectively known as the Green <br />Growth Toolbox for use by local planning officials and staff. The <br />North Carolina Wildlife Resources Commission has developed a Wildlife <br />Friendly Development certification program for residential <br />subdivisions; and <br />WHEREAS, respondents in the Cabarrus County 2010 and 2014 community <br />surveys documented that protecting water quality and the environment <br />was one of their top four priorities for community issues that <br />community leaders must address. <br />NOW THEREFORE BE IT RESOLVED by the Cabarrus Soil and Water <br />Conservation District board: <br />1. Request that the Cabarrus County Board of Commissioners join <br />Cabarrus Soil and Water Conservation District board in calling on <br />all municipal councils in the county to adopt similar <br />resolutions; and <br />2. That these municipalities and county work collaboratively to <br />establish conservation overlay districts to protect state - <br />designated Significant Natural Heritage Areas prior to making <br />any further decisions on annexations, rezonings and /or plan <br />approvals; and <br />Attachment number 1 <br />F -6 Page 94 <br />
