RESOLUTION REGARDING THE CONSERVATION OF <br />1792 SIGNIFICANT NATURAL HERITAGE AREAS <br />WHEREAS, the Yadkin Pee -Dee River Basinwide Water Quality Plan was <br />revised by the State of North Carolina in 2008; and <br />WHEREAS, the North Carolina Action Plan was published by the North <br />Carolina Wildlife Resources Commission in 2005; and <br />WHEREAS, An Inventory of the Significant Natural Areas of Cabarrus County, North Carolina was <br />published in 2002 with funding by Cabarrus County and the State of North Carolina; and <br />WHEREAS, the Upper Rocky River Local Watershed Plan released by the State of North Carolina <br />in 2004; and <br />WHEREAS, Soil Survey of Cabarrus County, North Carolina was published in 1988 with local, state <br />and federal funding; and <br />WHEREAS, the North Carolina Wildlife Resources Commission has developed land use planning <br />tools collectively known as the Green Growth Toolbox for use by local planning officials and staff <br />in addition to the development of a Wildlife Friendly Development certification program for <br />residential subdivisions; and <br />WHEREAS, respondents in the Cabarrus County 2010 and 2014 community surveys documented <br />that protecting water quality and the environment was one of their top four priorities for <br />community issues that community leaders must address. <br />NOW THEREFORE BE IT RESOLVED by the Cabarrus County Board of Commissioners: <br />1. That the Cabarrus County Board of Commissioners joins the Cabarrus Soil and Water <br />Conservation District Board in calling on all municipal councils in the county to adopt <br />similar resolutions; and <br />2. That the county will work collaboratively with municipalities to establish conservation <br />overlay districts to protect state - designated Significant Natural Heritage Areas prior to <br />making any further decisions on annexations, rezonings, and /or plan approvals; and <br />3. That county planners will encourage developers to grant un- fragmented, permanent <br />conservation easements to Cabarrus SWCD to protect riparian/wetland /wildlife habitat <br />buffers surround the natural areas and waterbodies; <br />4. That county planners encourage developers to incorporate low impact development <br />measures and other best practices; and <br />Attachment number 2 <br />F -6 Page 96 <br />
