•f r� <br />a <br />Executive Summary <br />Frank Liske Park <br />In 2002 elected officials in Cabarrus County adopted the Livable Community Blueprint. This planning doc- <br />ument was a collaborative effort by county and municipal park and recreation agencies to develop a ten year <br />vision plan for parks and recreation needs. The 2002 Plan established nine goals for park development, land <br />acquisition, agency partnerships, etc. It also recommended 50 capital improvement projects with an esti- <br />mated cost of ±$123,000 million (2001 dollars). <br />In the thirteen years since the Livable Community Blueprint was adopted much has happened in Cabarrus <br />County. During much of the period since the adoption of the Blueprint, the County has worked to recover <br />from the nation's worst economic downturn since the Great Depression. Even through those trying times, <br />the County's population has increased; resulting in increased urbanization and less open space. During this <br />period, there have been some new parks and greenways developed and some land preserved through acqui- <br />sition or easements, but most of the proposed improvements recommended in the 2002 Plan have not been <br />implemented. <br />Recognizing the need for updating the Plan, elected officials funded a new planning study in 2014. Over <br />the course of the past year County staff and community stakeholders have been working with the planning <br />consultant on a new Comprehensive Master Plan specifically for the Active Living and Parks Department <br />(ALPD). <br />This Comprehensive Master Plan will help ensure that elected officials, parks and recreation staff, and citizen <br />leaders have a road map to guide decision - making and actions as the County continues to recover from the <br />recent economic downturn. It will provide a ten year vision (2015 -2025) for the Department. This guide was <br />carefully crafted by staff, the public, volunteers, and with the help of outside experts to ensure that future <br />generations will have adequate parks, senior centers, trails, and open space. <br />benesch <br />Cabarrus County Active Living and Parks Department I CompA�OWMAT@? %R �n <br />F -1 Page 112 <br />
