The Plan starts with a description of existing facilities. <br />Section One is a detailed description of current park, <br />recreational facilities and senior centers. Section <br />Two describes the service population - The People <br />of Cabarrus County. Section Three covers accepted <br />recreation standards and park needs. Section Four <br />describes proposed improvements to facilities and <br />parks. Finally, the Plan makes recommendations <br />about a way forward in hard economic times. The <br />Plan is comprehensive, and our best thinking in 2015 <br />about how to proceed over the next 10 years. <br />PUBLIC INPUT <br />An important aspect of the planning study was iden- <br />tifying the public's desire for parks, recreation facil- <br />ities and senior centers. The public was offered the <br />opportunity to participate through: <br />• Six public workshops <br />• Meetings with community stakeholders <br />• Telephone survey of county residents <br />• Senior focus group interviews <br />Findings from these public outreach efforts, as well as <br />a summary of methodology, can be found in Section <br />Two: The People of Cabarrus County. <br />GROWTH & POPULATION <br />In addition to gathering public input, a critical step <br />in developing this plan is understanding the demo- <br />graphic and population changes that are occurring in <br />the county. The 2010 census data provides very good <br />information on population and demographics for <br />use in this planning study. <br />Service Population <br />As noted in the graphic below, Cabarrus County is <br />one of North Carolina's fastest growing counties. <br />The US Census Bureau identified the County's 2013 <br />population at ±187,000. The North Carolina Office <br />of State Budget and Administration projects the <br />County's 2025 population to be ±221,000. This study <br />uses these population levels as the basis of its Needs <br />Assessment. <br />An important aspect of any parks and recreation <br />Master Plan is to determine the service population <br />of the county or municipality the plan is designed <br />to serve.
