homeowners as well as renters that make accommodations for accessibility when <br />the client is grant qualified. <br />There are eleven assisted living facilities in Cabarrus County with 807 beds to <br />serve a portion of the 20,085 people over 65 and there are 10,264 persons under <br />65 with a disability. (NC Division of Health Service Regulation website June 15, <br />2015 and 2009 -2013 American Community Survey.) There are 24,438 people <br />with disabilities that make independent living a challenge. It appears that there <br />are individuals that have been counted more than once in the survey data due to <br />multiple disabilities. The number of beds in assisted living facilities appears to be <br />inadequate to meet the needs of this population. There are a number of low <br />income rental facilities that work with local agencies to provide affordable <br />housing options for disabled persons that have the ability to live in unsupported <br />housing. Local nonprofits that deal with services for people with disabilities seem <br />to agree that the very low income of many disabled people is an obstacle to <br />housing choice. Many people have to wait a long time to be awarded disability <br />and may be without income for an extended period of time. Furthermore, when a <br />client receives the disability income, the amounts that the clients receive are <br />prohibitive for housing selection. There is also a need for minimally supportive <br />housing projects for persons with disabilities. Local nonprofits are working on a <br />supportive housing piece to assist persons and families who have the capacity to <br />live alone with minimal assistance. One housing project for persons with <br />developmental disabilities, Caroll Pointe, became a reality in Union County after <br />ten years of planning and funding pursuit. <br />Barriers to housing choice by members of protected groups include the cost of <br />land and cost of housing. The lack of knowledge about housing programs for <br />protected groups is also a barrier. These barriers can be addressed through several <br />activities. Cabarrus County is participating in housing rehabilitation programs for <br />low income persons, thereby, expanding housing choices. Cabarrus County and <br />NC Rights and Disability Resources perform handicap accessibility improvements <br />to keep the elderly and disabled persons in their homes. This action also increases <br />the stability and value of the housing stock available to disabled persons.
