employment (ACCESSNC, North Carolina Department of Commerce, August, <br />18, 2015). The availability within the county for employment may have provided <br />for expanded housing choice. However, the increased development affects land <br />and development costs for residential development which may limit housing <br />choice. <br />C. Housing Profile <br />1. Condition of the Housing Units. Of the 64,713 housing units identified by the <br />2009 -2013 American Community Survey, 7,212 were substandard (11 %). In the <br />2009 -2013 American Community Survey, 12% of the housing units were built <br />prior to 1939. The 2009 -2013 American Community Survey indicates that 1941 <br />or .03% of the occupied housing units lacked complete plumbing for occupants. <br />Cabarrus County has a large amount of "mill" homes that were constructed by <br />Cannon Mills for their employees. Most of these homes are in good shape <br />structurally, but may need rehabilitation, weatherization, accessibility <br />improvements, or other updating to meet current building codes and remain <br />viable. <br />There are many newer homes in Cabarrus County; however, most are in higher <br />price ranges and have been for a number years with the exception of a reduction <br />in costs and availability during the recession. The market is dictating higher <br />priced home growth. Cabarrus County and the Cities of Concord and Kannapolis, <br />Habitat for Humanity, and Prosperity Unlimited have tried to combat this trend by <br />producing new affordable housing as well as rehabilitating older structures to <br />provide more affordable housing. This activity also serves to maintain the <br />current housing stock. <br />2. Public or Subsidized Housing Units. The City of Concord Housing <br />Department contains 173 public housing units and serves an additional 565 <br />families through Section 8 certificate programs. There are currently 722 families <br />on the public housing waitlist and 613 families /persons on the waiting list for <br />access to the Section 8 program. (City of Concord Housing Department, as of July <br />25 2015) <br />3. Accessible and /or supportive housing for people with disabilities. Cabarrus <br />County also serves persons with disabilities. Some disabled persons may require <br />assisted or supportive housing and financial assistance while others do not. <br />Affordable, accessible housing units have been identified by nonprofits that assist <br />persons with disabilities as a need. North Carolina Building Code attempts to <br />address part of this issue with accessibility requirements for multifamily units. <br />Any project containing more than eleven dwelling units must meet special <br />standards that require 5% of the units to be constructed to meet accessibility <br />requirements; however, this is for newly constructed units only and are often not <br />as affordable as older units.
