provide better access to jobs, medical care, and other services within Cabarrus County for <br />all citizens. The CK Rider has an extensive route system that connects with other <br />transportation systems such as Charlotte DOT to provide unprecedented access to <br />employment from many areas within Cabarrus County. Providing transportation to <br />employment, necessities, and services provides more housing choice to low to moderate <br />income and disabled persons. <br />Cabarrus County has applied for and used Community Development Block Grant funds <br />for housing rehabilitation and community revitalization over the years. Cabarrus County <br />recently installed a public water system in a low income minority community. This <br />activity may encourage people to stay in a largely segregated area, however, it will <br />increase the property values and quality of life of those in the community. Low income <br />neighborhoods, with and without minority concentrations, have been targeted for this <br />work. The housing rehabilitation programs the County is currently administering are all <br />scattered site housing rehabilitation. These actions may have caused individuals or <br />families to stay in neighborhoods rather than move to more integrated neighborhoods. <br />Additionally, the older public housing is located in an area of high minority <br />concentration. The location of Concord's public housing may encourage segregation as <br />well. A newer public housing facility was constructed in a more racially diverse area <br />several years ago, however, it is much smaller than the main facility. <br />5. Sale of Subsidized Housing and Possible Displacement <br />The City of Concord, Habitat for Humanity, and Prosperity Unlimited all provide <br />subsidized housing for sale. It is provided in the form of down payment assistance, <br />subsidized loans, reimbursement of water and sewer tap fees as well as other benefits. <br />Cabarrus County does not produce homes for sale to private buyers and other <br />jurisdictions are producing less new affordable housing due to difficulty finding qualified <br />persons. The recession has had an adverse effect on low to moderate income <br />homebuyers. There have been less people who qualify for loans, subsidized or not. <br />Local governments have been involved with very little demolition activities that would <br />cause displacement. Due to market conditions and new conversion to rental requirements <br />by HUD, new construction by community development organizations has drastically <br />slowed. <br />Other forms of assistance that are preventing displacement from affordable housing have <br />been foreclosure prevention activities. Cabarrus County, the City of Concord, the City of <br />Kannapolis, Prosperity Unlimited, and Concord First Assembly Church provided a large <br />foreclosure prevention and Fair Housing workshop at the beginning of the housing crisis. <br />Housing counselors, attorneys, service providers, and other agencies were available at the <br />211Page <br />Analysis of Impediments September 2015 <br />Attachment number 2 \n <br />F -6 Page 113 <br />
