same place to provide clients with the necessary information to prevent foreclosure. <br />Additionally clients were educated regarding services available if the prevention failed. <br />Prosperity Unlimited provides foreclosure counseling to any client requesting assistance. <br />They also pursue loan modifications and refinancing options to ensure that clients can <br />continue to afford their homes to keep the clients in their home of choice. Finally, the <br />clients are educated about state and federal programs to prevent foreclosure. <br />7. Property Tax Policies <br />Cabarrus County provides residents with a number of tax relief programs. These include: <br />Homestead Exclusion for Elderly & Disabled (NCGS 105- 277.01) <br />Homestead Circuit Breaker Deferment (NCGS 105 -277B) <br />Disabled Veteran Exclusion (NCGS 105 -277.1 C) <br />Property Tax Exemptions (NCGS 105 -277.8 thru 278.8) <br />Present Use Deferment Program (NCGS 105 -277.2 thru 277.7) <br />These programs make property more affordable to maintain. Many properties in <br />Cabarrus County may become less affordable for lower income families due to proximity <br />to the Charlotte Motor Speedway, the Kannapolis Research Campus or Concord Mills <br />Mall and other areas where there is a demand for property. These tax relief programs are <br />prominently displayed on Cabarrus County's website and is recommended to potentially <br />eligible clients by Human Services and nonprofit agencies. Citizens may visit the county <br />tax offices at any time to learn how to obtain reductions that may be available to them. <br />Additionally, Cabarrus County provides opportunities to persons with back taxes to <br />establish payment plans that are affordable and appropriate for their income. There is <br />also an appeals process beyond meeting with the Tax Assessor. Citizens may meet with <br />the Board of Equalization and Review to have their case evaluated. This board makes <br />decisions on the correctness of the value given to a property. This board is appointed by <br />the Cabarrus County Board of Commissioners and consists of people who have <br />knowledge in the field of real estate, assessment, etc. This function provides options to <br />keep families in their choice of housing. <br />Finally, Cabarrus County provides property tax incentives to businesses wishing to <br />relocate to Cabarrus County in an effort to create more jobs. The incentive may be paid <br />if the businesses meet criteria specified by the county. Reducing distances to employment <br />centers may also encourage more housing choice. <br />There are no known impediments in property tax policies. Cabarrus County's property <br />tax rates are within the middle of the range when compared to surrounding property tax <br />rates. <br />8.
