Each community in Cabarrus County appoints its own Planning and Zoning Board and <br />adopts their own regulations. Each community provides options for multifamily and <br />smaller lot subdivisions. The communities with water and sewer service are able to <br />provide more dense development. Cabarrus County is limited by lack of infrastructure in <br />much of the jurisdiction and also has very poor soils in the unincorporated areas of the <br />county. <br />An area of possible concern is a decision in the Town of Midland to disallow any new <br />mobile homes. This may have a limiting effect on housing choice, however, many tracts <br />of land in this area are large and owned by families. The acquisition of property where <br />one could put a mobile home is not widely available. The town does allow replacement <br />of existing mobile homes. <br />Cabarrus County's Boards and Commissions are not currently as representative of the <br />community as they have been in the past. The Cabarrus County Board of Commissioners <br />consists of two white males and three white females. The Cabarrus County Planning and <br />Zoning Commission/ Board of Adjustment has nine white males, one white female, and <br />one black female. Mount Pleasant's Board of Commissioners has four white males and <br />one white female. The Mount Pleasant Planning and Zoning Commission /Board of <br />Adjustment has four white males, one white female, and one black female. Harrisburg <br />currently has 7 white men and one white woman on the Town Board. The Harrisburg <br />Planning and Zoning Commission /Board of Adjustment has five white men, one white <br />women, and one black woman. Midland's Town Board has four white men and one white <br />woman. The Midland Planning and Zoning Commission /Board of Adjustment has two <br />white males and four white females. The Locust Town Board has eight white males and <br />the Planning and Zoning Board has five white males and one white female. Mount <br />Pleasant has a small minority population with 6.5% (2010 Census). The 2010 Census <br />also shows Harrisburg's minority population has increased to 24.2% of the population <br />with a strong increase in the Asian population. In the 2010 Census, Locust had 6.5% <br />minority population. Midland's minority population accounts for approximately 10.1% <br />of the population. Cabarrus County's minority population is approximately 24.6% of the <br />total population, however, this number includes the minority populations of the <br />municipalities. The City of Concord and City of Kannapolis have 29.6% and 31.5% <br />minority populations respectively (US Census 2010). <br />9. Building Codes (Accessibility) <br />a. Do local building codes include the requirements of the Federal Fair Housing <br />Act of 1988? Yes, but only the multifamily accessibility requirements are <br />included in North Carolina Building Codes and updated interpretations provided <br />by state and federal agencies. Cabarrus County provides building inspection <br />services for the unincorporated areas of the county, Mount Pleasant, Harrisburg, <br />Midland, Concord, Locust (only the portions in Cabarrus County), and <br />Kannapolis. Cabarrus County enforces the North Carolina State Building Codes <br />and ANSI codes which include some accessibility measures. These building codes <br />do not incorporate Fair Housing Requirements.
