2. Is there evidence of illegal redlining? No known activities. <br />3. Are banking services available on an equal opportunity basis? There is a <br />variety of banks all over the county and in all of the municipalities in Cabarrus <br />County. Cabarrus County is located next to Charlotte which is a major banking <br />center. There are at least five full service banking opportunities that are within <br />walking distance from one of the lowest income census tracts in Cabarrus County <br />(Census Tract 421) which is located in the City of Concord. The other very low <br />income Census Tract is 407.3 in the City of Kannapolis. This community is not <br />as walkable as the other but does have at least 2 full service banking locations <br />within it. <br />4. Examine the Community Needs Assessments and Community Reinvestment <br />Activities of local banks to determine the adequacy of these activities as <br />compared to community needs as determined through the jurisdiction's <br />planning process. Several local banks have participated in Habitat for Humanity <br />projects as well as Prosperity Unlimited (a CHDO) activities. These banks have <br />worked closely with the City of Concord and Prosperity Unlimited to provide <br />loans and assistance with community development projects. Attached is <br />Community Reinvestment information in Appendix G. Tables 1 -1 and 2 -1 <br />illustrate the loans issued to small businesses and small farms. There were 126 <br />moderate - income small business loans for 2013. These constituted over $4 <br />million dollars. There were 785 middle income small business loans amounting <br />to $14 million dollars. Housing rehabilitation and affordable housing production <br />are considered important goals in Cabarrus County and the local financial <br />institutions are participating. There are 11 financial institutions with Satisfactory <br />ratings in Cabarrus County. <br />5. Do local financial institutions participate in housing projects or in the <br />funding of housing related services sponsored by the jurisdiction? Yes. <br />Several of the local institutions have offered loans to low income families that <br />work with nonprofit agencies as well as supported various projects by Prosperity <br />Unlimited and Habitat for Humanity in the past. They have also financed projects <br />for these nonprofit organizations. <br />D. Public and Private Sector <br />1. Fair Housing Enforcement <br />There has been no enforcement action in the past ten years at Cabarrus County' s <br />level because no actual fair housing complaints have been received by the county. <br />All complaints received were determined to be landlord tenant issues, not fair housing <br />issues.
