Cabarrus County Transit System <br />Final Report — September 2015 <br />8.1 EMMINENT LOSS OF COLLABORATION ON THE ADA CONTRACT SERVICE <br />It should be mentioned that the CK <br />Rider Transit /COTS contracted ADA <br />service was a voluntary arrangement <br />negotiated a decade ago between the <br />Cabarrus County Commissioners and <br />CK Rider Transit. <br />Community transit systems providing <br />ADA services are the types of <br />collaboration that are applauded by the <br />advocates of the efficiencies of <br />regionalization. However the <br />sustainability of the CCTS /CK Rider <br />Transit collaboration has come under <br />scrutiny. <br />The most recent FTA ADA compliance <br />review of CK Rider Transit found <br />significant failure in ADA pickup <br />practices: <br />• Failure to conform to the ADA <br />required window pick -up time limits; <br />• Finding that CCTS ADA clients were <br />being scheduled by appointment time <br />and not being scheduled by pick up <br />time as required. <br />CK Rider Transit has therefore decided <br />to add the new ADA Paratransit <br />ADA Paratransit Program Policies and <br />Procedures for Passengers & Staff (2014) <br />The ADA states that CK Rider Transit's fixed <br />route bus system should be the primary means of <br />public transportation for everyone including <br />people with disabilities. ADA regulations require <br />fixed -route systems to offer complementary <br />Paratransit services to eligible individuals in an <br />area defined by corridors 3 / of a mile on either side <br />of the fixed route. <br />Unlike other types of services provided by COTS, <br />there are no restrictions on trip purpose. Pick <br />up times for trips will be scheduled within a <br />window of up to one hour before or after the time <br />you request a trip, as negotiated between <br />passengers and COTS. <br />Example of an initial Passenger pick up request <br />time: I0:00am. Possible final negotiated pick up <br />times: 9:00am (earliest), 10:00am, II:00am <br />(latest). If a passenger has a latest arrival time <br />(such as a doctors appointment), or an earliest <br />departure time (such as when a work shifts ends), <br />then the negotiated pick up time would be an hour <br />prior to arrival or an hour after departure. If your <br />schedule requires that you arrive by a certain time <br />at your destination, or that you cannot leave <br />earlier than a certain time, please let us know <br />when scheduling your ride so that we can <br />accommodate your needs. <br />Once your pick up time has been established, <br />CCTS will arrive within 15 minutes before and up <br />to 15 minutes after your scheduled pick up time. <br />Program Policies and Procedures for Passengers & Staff 2014 requirements (in the box <br />above) into their next Request for Proposal for contracted bus operations service (First <br />Transit holds the contract for the current fixed route service and would likely submit a <br />response to the combined fixed- route /paratransit RFP being released later this summer). <br />Some of the implications of the loss of this contract on the CCTS mission are discussed <br />further in the exploration of policies that may present barriers to service.
