Coborrus County Transit System Finol Report — September 2015 <br />9. POTENTIAL CCTS IMPROVEMENT ALTERNATIVES <br />Based on the previous identified needs for service enhancements, capital investments, and <br />institutional/management improvements, with input from COTS, stakeholders and <br />technical and financial analysis, this section presents multiple alternatives for <br />improvements to better meet the agency's mission and goals. These alternatives were <br />reviewed with the Steering Committee and then prioritized for inclusion in the final 5 -year <br />financial plan in the final report. One overriding goal is for transit agencies to implement <br />service that has a balance between service quality and the unit cost of service. To design or <br />re- structure the demand responsive services will require looking across three key areas - <br />management structure, service levels, and procurement strategy. <br />There is a strategy to retain the entire fleet of 27 vehicles and utilize them for new and <br />expanded service, vanpools and other programs, based on the Steering Committee and <br />public meeting prioritization process. Vehicles would be replaced on the existing <br />replacement schedule. <br />A short narrative on each of the initiatives is presented below. At the end of the narratives, <br />in, each of the initiatives is broken down into a year -by -year funding schedule, along with a <br />preliminary funding strategy. A more thorough financing plan will be developed for the <br />projects selected as a result of the prioritization process. <br />9.1 MANAGEMENT IMPROVEMENT ALTERNATIVES <br />Staff Training <br />The CTSP has identified three professional development opportunities, as described below. <br />First, staff training should be offered on relevant transit oriented programs, especially to <br />managers who make critical business decisions. Second, it was noted that the version of <br />Route Match used by CCTS has advanced capabilities that may not be fully appreciated by <br />the dispatch and scheduling staff at COTS. Provision should be made to ensure the <br />technology is being used to its maximum potential. The following training opportunities <br />are available through Route Match: <br />• Route Match offers four one -on -one training sessions per year - customers pick the <br />topics. <br />• Route Match broadcasts 6 -8 webinars a year. <br />• Route Match does on -site training on request at a cost of $1,000 a day <br />Third, it was noted that one of the CCTS staff is fully dedicated to managing the CK Rider <br />Transit /ADA contract issues and service requests. This staff member may benefit from <br />becoming certified in Mobility Management /Rider Training /ADA Eligibility evaluation. <br />This would be valuable in his current role, but would also help secure his position should <br />the CK Rider Transit /ADA contract be bid out to another provider.
