Coborrus County Transit System Finol Report - September 2015 <br />declaring a staff member as a mobility manager is that it has a unique FTA Grant clause <br />that allows mobility manager salaries to be funded 80% with federal funds and 20% by local <br />share. <br />9.2 ALTERNATIVE FARE AND BILLING METHODS <br />Fare and Billing Structure <br />While contract rates have continued to rise with the cost of providing service, there has not <br />been a fare increase in the past ten years. A fare rate increase is worth considering. <br />Premium fares can be charged for certain "will call" trips. A will call trip is a stated pick -up <br />location, but not a stated pickup time; thus considered a same day trip request. It is <br />common that "will call" fares are twice the normal one -way trip fare. <br />There may be some efficiency to be gained by creating a fare rate by zone or charging per <br />mile. According to a report by the Transit Cooperative Research Program (TCRP Report <br />10, Fare Policies, Structures, and Technologies, 1996), it has been widely argued that the <br />higher operating costs associated with serving longer trips should be reflected in the fare <br />charged. Distance -based or zonal pricing would help to capture more of the true cost of <br />trips. However, these fare structures are more complicated to implement than a flat fare <br />structure, and may be difficult to market to the public and local government. Zonal fares <br />are discussed further in the section on potential CTSP initiatives. <br />Brokerage Activities <br />Even while trying to keep all the in -house drivers employed, the call center should continue <br />booking the high cost non - shared ride trips on taxis when possible. Us Taxi relies on the <br />CCTS contract to stay in business, so it makes business sense to use the taxi when practical <br />to make sure they stay in business and are therefore available for back up services. <br />Us Taxi currently provides about 30 trips per week (2 -3 per weekday, about 10 on <br />Saturday and 5 -7 on Sunday). Based either on the arranged $1.65 per mile rate currently <br />quoted in the contract or on the prior zonal scheme that that used to be in place, whereby <br />fares were $5 inside the `Kannapolis Square' with additional incremental fees of $0.50 for <br />each ring outside the downtown area, the call center would calculate the in -house vs taxi <br />option of all long -haul in- county and single occupancy trips. This strategy would be used to <br />decide when these trips should be dispatched to in -house drivers. <br />Software Enhancements /Utilization <br />The fixed route complementary Route Match ADA module, which would allow CCTS to <br />automatically identify trips that originate and terminate within the ADA 3 / mile buffer of <br />CK Rider Transit routes, has several dispatching and billing features to ensure that all <br />ADA trips: <br />1) Meet time of appointment window thresholds, <br />Attachment number 1 \n <br />F -3 Page 148 <br />
