Coborrus County Transit System Finol Report - September 2015 Rowan and Stanly County Community Transit Systems is to limit out -of- county hospital trips to three calendar days per week. Even with this policy in place, all three of the area systems usually find it necessary to run at least one vehicle out -of- county every day. This is required because the Medicaid clients can get waivers to take trips on the off days, provided that they have documented medical appointments. Not only do these long trips consume the budget, but they also take one or two vehicles out of the motor pool on out -of- county medical days. The fact that coordination of out -of- county trips has been done in the past proves that it is feasible, but the sustainability has been a problem. CCTS has coordinated trips with Stanly County in the past, specifically for medical trips to the Durham area, but they have not coordinated trips in the past few years. The analysis shown in Figure 21 suggests as many as 17,397 service miles could be saved by coordinating medical out -of- county trips with the neighboring counties of Mecklenburg, Stanly and Rowan; all of which expressed interest in doing so. An efficiency factor of 65% was applied as there are many cases when a trip just will not line up to be an effective transfer. In the final budget analysis, 11,308 service miles will be applied as the savings for implementing this strategy. Many of the doctor visits are to Midland where Cabarrus County doctors hold office hours. Stanly County has a lot of commuters that could ride along with medical trips destined for Charlotte.
