Coborrus County Transportation Services (CCTS) Finol Report — September 2015 <br />3.3 Maximize use of 5310 Funds by purchasing service from an agency (80% fed/20% local) <br />• CK Rider announced availability of urban 5310 funds —Agencies are eligible to compete. <br />If for example County Aging /Adult Services wanted to apply, they could use their Block <br />Grant as local match and get eight additional trips for every two they funded directly <br />with their match dollars. CCTS would benefit by being the provider. County Aging /Adult <br />Services would have the choice to deliver other than medical and nutrition trips. <br />• There are also 5310 rural funds to do the same thing in the rural area, either by agency <br />using CCTS as a contracted service provider or CCTS applying directly and getting <br />operating assistance at 50/50 match. <br />3.4 Accept maximum ROAP RGP funding <br />• Two years ago Cabarrus returned an unspent portion of the RGP because they could not <br />find enough people to ride. Last year they decreased their request for RGP. <br />• It is recommended that they launch a marketing campaign to find new RGP markets <br />and perhaps hire a mobility manager to help with rider marketing and education <br />3.5 Access 5311 Rural Capital Funding for deviated bus stop improvements <br />3.6 Explore options to fund a rural vanpool program <br />• See introduction on why these ideas proved to be logistically impractical. <br />Theme #4: Developing partner agreements that are based on measurable performance <br />standards. <br />4.1 Restructure the CK Rider Transit ADA contract so CCTS can continue to provide this <br />service <br />• As mentioned in the introduction CK Rider Transit is offering the ADA contract to the <br />provider that wins the fixed route bid.
