Coborrus County Transportation Services (CCTS) Finol Report — September 2015 <br />• Mobility Management could be useful to improve the understanding of who can ride and <br />how to ride transit. <br />• Several years of successful marketing to solicit new RGP customers in order to accept <br />maximum ROAP RGP funding. <br />1.4 Feeder routes to CK Rider with intent to transfer to future CATS Route 110 (Concord Mills) <br />• Some opportunity for rural residents on west side of urbanized area. <br />• CATS service will probably be deviated fixed route. <br />Theme #2: Managing internal initiatives to increase the passengers per trip and <br />reduce subsidy per trip. Note none of these initiatives received much discussion. <br />2.1 <br />Policy Change: Convert van lending policy to volunteer driver program <br />2.2 <br />Policy Change: Modify medical only out -of- county trips to allow workers to ride <br />2.3 <br />Policy Change: Consider curb -to -curb vs. door -to -door service (redefine door -to -door) <br />2.4 <br />Tighten eligibility requirements to encourage greater use of /transfer to fixed route <br />2.5 <br />Fare increase proposal — zonal fare structure <br />2.6 <br />Additional training for staff — specifically Transit Manager and Mobility Managers <br />2.7 <br />Improve Hispanic representation on the TAB <br />Theme #3: Financial proposals - all of the funding proposals were discussed as they <br />related to specific initiatives. <br />3.1 Organizational restructuring (separate Dept. of Public Transportation or joint City- County <br />system) <br />• These various reorganizations were not discussed. <br />• A new reorganization should only be considered if external conditions warrant such a <br />drastic change, i.e. loss of ADA contract causes severe ridership losses, NC DHHS <br />decides to use a brokerage system for Medicaid trips <br />3.2 Use FTA Urban 5307 Funds to enhance regional transit services - requires MPO facilitation <br />• The competition for 5307 is already strained, adding another player will further limit <br />fixed route coverage. <br />Attachment number 1 \n <br />F -3 Page 168 <br />
