Coborrus County Transportation Services (CCTS) Finol Report — September 2015 <br />Discussion related to the remaining proposed initiatives is summarized below. <br />Theme #1: Opportunities for making better connections for employment, education, <br />economic development, and medical appointments in the greater Charlotte region. <br />1.1 Daily runs from Midland to Independence Boulevard (primarily medical) <br />• Stanly County strongly agreed that medical transportation coordination to Charlotte <br />was an excellent efficiency idea. The CATS representative offered several Park and <br />Ride locations as possible transfer points; she noted these locations would need to <br />provide "comfort stations ". <br />• Cabarrus DSS was concerned about reporting trips to NC DHHS, but was re- assured <br />when informed that counties across NC have already worked through the complications <br />of coordinated med transportation reporting with NC DHHS. <br />• Maintain flexibility for multiple destinations — do not fix on this corridor only. <br />• The Out -of- County medical coordination concept is the proposal that received strong <br />support and is feasible for year one implementation, provided that an MOU can be <br />crafted that demonstrates mutual benefits to all parties. Rowan County would like a <br />similar medical trip transfer to Charlotte somewhere in the vicinity of Kannapolis. <br />1.2 Deviated Fixed Route along US 29 from Concord Big Lots to UNCC (includes stop <br />amenities) <br />• There was lively discussion about the huge demand for this service. The question <br />became who should provide this service because a bulk of it is in the unserved newly <br />urbanized area. <br />• There was a discussion that CCTS could offer a deviated fixed route under some <br />contract arrangement, similar to their ADA contract with CK Rider Transit, but they <br />would also need something to fund the Mecklenburg potion of the run. All told this <br />proposal appeared too complicated to work out. <br />• Final decision was that CCTS could only operate this service if they could directly <br />access some of the urban 5307 funds. The MPO did not indicate whether they would <br />entertain this proposal for such a short (two year) period of time. <br />1.3 Feeder service to all stops along future CATS Route 80 on US 29 <br />• The CCTS transportation manager noted that attempts to get rural residents to ride <br />transit and thought there needs to be several years of ground work to make this option <br />viable, especially because it involves transfers. <br />Attachment number 1 \n <br />F -3 Page 167 <br />
