Coborrus County Transportation Services (CCTS) Finol Report - September 2015 <br />The proposed initiatives receiving strong support included: <br />Initiative <br />Opportunity to improve the efficiency of current service, address identified <br />gaps in service and coordinate with regional transportation initiatives. <br />1.1 <br />Daily runs from Midland to Independence Boulevard (primarily medical) <br />L <br />Feeder service to all stops along future CATS Route 80 on US 29 - needs to be <br />several years of ground work to make this option viable, i.e. marketing in rural areas <br />&C <br />and possibly use of Mobility Management to explain who can ride and how to ride. <br />3.4 <br />Maximize use of 5310 Funds by purchasing service from an agency (80% fed/20% <br />local) - CK Rider Transit announced they would prepare a call for projects for some <br />5310 funds they have to offer. Ideally agencies would become recipients who could <br />3. % <br />provide the local match and contract with CCTS. <br />3. <br />Accept maximum ROAP RGP funding - this would require marketing to solicit new <br />RGP customers <br />4.2 <br />MOU inter -local agreement for Out -of- County medical trips with Stanly and Rowan <br />4.4 <br />Counties - but not necessarily deviated fixed alignment as proposed in 1.1 Daily <br />runs from Midland to Independence Boulevard. <br />Proposed initiatives that became improbable based on Steering Committee input included: <br />Initiative <br />Opportunity to improve the efficiency of current service, address identified <br />gaps in service and coordinate with regional transportation initiatives. <br />1.2 <br />Deviated fixed route along US 29 from Concord Big Lots to UNCC (includes stop <br />amenities) - The MPO seemed reluctant to entertain this proposal for such a short <br />two year period of time. <br />&C <br />Access 5311 Rural Capital Funding for deviated bus stop initiatives - NCDOT stated <br />the projects would have to enroll in the statewide prioritization process; there is no <br />way that they could be made competitive in this arena. CCTS ADA contract with CK <br />Rider Transit ends on June 30, 2016. <br />3. % <br />Explore options to fund a rural vanpool program - Risk Manger rejected. <br />4.1 <br />Restructure the CK Rider ADA contract so CCTS can continue to provide this service <br />- CK Rider Transit manager said ADA contract would be bundled with Fixed Route <br />Service contract, meaning CCTS could not compete. <br />4.4 <br />Public - private partnerships for major and mini transit hubs <br />Attachment number 1 \n <br />F -3 Page 166 <br />
