Coborrus County Transportation Services (CCTS) Finol Report - September 2015 <br />More on the 5310 opportunity <br />The following two grants show as approved for FY2015 but never utilized: <br />• FY15 Elderly and Disabled Operating ends June 2015 - $77,999 Federal and $77,999 Local. <br />Salary for six drivers. HCCBG Aging Grant as match. <br />• FY15 JARC ends June 2015 - $146,372 Federal and $146,372 Local. Salary for four drivers plus <br />$25,000 admin and $80,000 for fuel. General fund as match. <br />• CCTS ended both 5310 and JARC programs on July 1, 2014 as the new large urban would not <br />allow enough riders to qualify. James Lim was made aware last year verbally and through a <br />letter. <br />CK Rider announced availability of lapsing FY2013 urban 5310 funds - Urban funds focus on people <br />who want to visit urban aging centers, use urban facilities (like County Health Department), want to <br />come to urban areas for shopping etc.; basically whenever the eligible trip is for a person residing <br />in the urbanized area. <br />Agencies are eligible to compete. If for example County Aging /Adult Services wanted to apply, <br />they could use their Block Grant as local match and get eight additional trips for every two they <br />funded directly with their match dollars (FTA Permits acquisition of public transportation <br />services as a capital expense 80 federal /20 local funding split). <br />CCTS would benefit by being the provider of services. County Aging /Adult Services would have <br />the choice to deliver other than medical and nutrition trips. <br />The idea must be included in a locally developed coordinated transit human - services <br />transportation plan. <br />The 5310 rural funds to do the same thing for anyone residing in the non - urbanized area. <br />• The salary of a mobility manager dedicated to drumming up rural senior and disability <br />customers is an eligible expense under these grants - we need to bust the myth that there are no <br />customers out there! <br />• Mobility Management and coordination programs among public transportation providers and <br />other human service agencies providing mobility management (includes travel training) as an <br />eligible capital expense (80% federal /20% local). <br />• The idea must be included in a locally developed coordinated transit human - services <br />transportation plan. Again, Please note NCDOT is doing a funding study which may alter how <br />we operate Mobility Management. Instead of being assigned to one area, it may be assigned by <br />region. <br />A State may transfer funds apportioned to the State's small or rural area for a project serving an <br />area other than that small or rural area if the Governor of the State certifies that all the objectives of <br />the section are being met in the particular small or rural area. <br />• Public transportation projects that exceed the requirements of the ADA. <br />• Public transportation projects that improve access to fixed -route service and decrease reliance <br />by individuals with disabilities on complementary paratransit. <br />• Alternatives to public transportation that assist seniors and individuals with disabilities. <br />• Share -ride for - profit taxi companies may be eligible under the latter section of the definition. <br />• Up to 10% of program funds can be used to administer the program, to plan, and to provide <br />technical assistance. <br />Attachment number 1 \n <br />F -3 Page 208 <br />
