Salisbury Rowan Community Action Agency, Inc. <br />Referrals are provided to participants to apply with the local Department of Social Services for the <br />Food and Nutrition Services Program. For those families and individuals who are ineligible for Food <br />and Nutrition Service benefits, SRCAA staff will provide emergency food assistance or a referral to <br />eligible food banks and food cards from local emergency organizations. <br />8. Describe how your agency will coordinate the provision of employment and training activities with <br />entities providing activities through statewide and local workforce investment systems under the <br />Workforce Investment Act of 1998. <br />SRCAA, Inc. will continue to contract with Centralina Workforce Development Board to provide the <br />Workforce Innovation Opportunity Act (WIOA) services in Rowan and Cabarrus counties. The <br />Workforce Innovation Opportunity Act (WIOA) services include: academic learning, work <br />experience, summer employment opportunities, and other related supportive services connected <br />through the local Workforce Development Board. <br />In 2013, Workforce Innovation Opportunity Act (WIOA) Adult Services in NC were transferred <br />through contractual agreement from the Division of Workforce Solutions (DWS) to some private <br />contractors as part of the Integrated Service Delivery model being implemented statewide. The <br />contracted provider in both Rowan and Cabarrus (our service area) has become a partner with <br />SRCAA and referral source. Initially, meetings were held, in both counties to forge an existing <br />relationship that is mutually beneficial for both entities which reduce replication of services in <br />similar populations. Other county resources that continue to engage in planning with the DWS are <br />the Department of Health and Human Services, Health Department, Public Schools, Community <br />Colleges, and Vocational Rehabilitation. Connections with employment and training activities will <br />provide interventions and a direct link to the labor market. For adults in our program that are <br />eligible for adult and dislocated worker services, referrals are made to the local DWS offices and /or <br />the provider ResCare. <br />9. Describe how your agency will ensure coordination with the emergency energy crisis intervention <br />program under title XXVI (relating to low- income home energy assistance). <br />SRCAA, Inc. has a Weatherization Assistance /HARRP Program that provides services to Rowan <br />County residents in an effort to save energy and reduce expenses. These services will continue to <br />be coordinated for service area participants. In addition, referrals will be provided to participants to <br />enroll in the Crisis Intervention Program through the Department of Human Services, Cooperative <br />Christian Ministries, Rowan Helping Ministries, The City of Kannapolis and the Salvation Army. <br />10. Describe the needs of low- income youth and your agency's efforts to promote increased <br />community coordination and collaboration in meeting the needs of low- income youth. <br />SRCAA, Inc. Career and Education Training Services (Workforce Innovation Opportunity Act, <br />WIOA) program continues to serve 90 low- income youth, whose needs include basic literacy skills, <br />a GED, standard housing due to homelessness, runaway, foster and pregnant teen as well as, <br />offender and disability services. The Career and Education Training Services (WIOA) Program <br />commits to an intensive and detailed case management approach for service delivery.
