Coborrus County Transportation Services (CCTS) Final Report - September 2015 <br />There are other threats and opportunities on the horizon that add uncertainty to planning <br />for CCTS's future: <br />• The Americans with Disabilities Act (ADA) service contract with CK Rider Transit is <br />about to end. This is inevitable because the ADA service contract will be bundled <br />into the next Fixed Route contract; CK Rider Transit is planning to issue this RFP <br />in the coming months. <br />• The current dependence of CCTS on being a human service provider makes them <br />extremely vulnerable to the impact of the Non - Emergency Medical Transportation <br />(NEMT) brokerage alternative delivery system currently under consideration by the <br />N.C. State Legislature. <br />• Decisions made by the Charlotte Area Transit Services (CATS) have to be considered <br />in how CCTS delivers service, particularly the out -of- county medical trips. CATS has <br />big plans for improving service in the NE Corridor of Mecklenburg County that <br />include linking to CK Rider Transit at Concord Mills Mall and the Big Lots Park <br />and Ride. These new services are planned to operate concurrent with the opening of <br />the UNC Charlotte Blue Line Light Rail Station in 2017. This station is about 12 <br />miles from the southern Cabarrus County Line. With almost 30,000 people <br />commuting from Cabarrus to Mecklenburg each day for work - taking full <br />advantage of the CATS transit improvements (i.e., 23 minutes from Uptown from <br />UNCC) is paramount. <br />Therefore the five year plan must not only look to improve CCTS but also to develop <br />possible transit solutions for the region, in order to ensure that CCTS is playing an active <br />role in enhancing regional public transportation. <br />This Community Transportation Service Plan must: <br />• Evaluate current performance and organizational direction of the transit system <br />• Recommend improvement strategies for service, operation, and management that <br />increase mobility options for passengers and improve efficiency and effectiveness <br />• Develop a financial plan for implementation of the recommendations over the 5 -year <br />planning period <br />• Document public, agency, and Steering Committee input to the plan <br />Going into the process, CCTS identified four specific goals to achieve in the CTSP: <br />• Increase Rural General Public (RGP) service opportunities <br />• Cut costs of out -of- county medical transportation <br />• Maintain current fleet and driver levels <br />Attachment number 1 \n <br />F -3 Page 66 <br />
