Coborrus County Transportation Services <br />Finol Report — September 2015 <br />1. INTRODUCTION <br />1.1 CABARRUS COUNTY TRANSPORTATION SERVICES <br />Cabarrus County Transportation Services (COTS) is <br />primarily a human service transit network providing <br />public transportation services to residents of Cabarrus <br />County. Cabarrus County is located in the western_, <br />Piedmont region of North Carolina, just northeast of Cabarrus County <br />the Charlotte metropolitan area. CCTS provides demand - responsive transportation services <br />to older adults, persons with disabilities, and clients of human service agencies for <br />employment, nutrition, and non - emergency medical trips. CCTS also provides general <br />public transportation for residents of rural areas of the county as well as complementary <br />paratransit service for Concord Kannapolis Area Transit (CK Rider) in the cities of Concord <br />and Kannapolis. Last year CCTS provided over one million miles of service, more than <br />80,000 trips, with a fleet of 27 vehicles and 27 drivers. <br />1.2 STUDY PURPOSE <br />The purpose of this CTSP is to present a five -year plan for CCTS to aid in improving their <br />service and efficiency, identifying where transit resources should be devoted during the <br />plan period, and thereby qualifying CCTS for future state and federal funding <br />opportunities. The CTSP does the following: <br />• Evaluates current performance and organizational direction of the transit system <br />• Recommends improvement strategies for service, operation, and management that <br />increase mobility options for passengers and improve efficiency and effectiveness <br />• Develops a financial plan for implementation of the recommendations over the 5 -year <br />planning period <br />• Documents public and key stakeholder input to the plan. <br />The plan is part of NCDOT — Public Transportation Division's responsibility to see that <br />CCTS develop a strategic plan responsive to the projected mobility needs of the general <br />public and targeted populations before receiving federal grants. <br />The CTSP provides direction for continuous improvement to achieve excellence in all <br />aspects of service, delivery, and management. <br />Attachment number 1 \n <br />F -3 Page 81 <br />
