Cabarrus County Transportation Services Final Report — September 2015 <br />1.3 RELATED PLANNING EFFORTS <br />The study examined other recent planning efforts conducted in the area that have bearing <br />on transit service in Cabarrus County. Five related planning efforts are described below: <br />the Cabarrus -Rowan Metropolitan Planning Organization (MPO) Transportation <br />Improvement Program, the Cabarrus County Coordinated Transportation Plan (CTP), the <br />draft Concord Kannapolis Area Transit - Transit Development Plan FY 2015 -FY 2019 <br />(TDP), a 2014 Community Survey conducted by COTS, and the Institute for Transportation <br />Research and Education (ITRE) Performance Plan and Analysis. Several important <br />findings follow: <br />Cabarrus -Rowan MPO Transportation Improvement Program <br />The Cabarrus -Rowan MPO FY 2015 -FY 2025 Transportation Improvement Program <br />(December 2014) identifies projects for which federal transportation funding will be sought <br />and includes funding for public transportation projects in the planning area. For urban <br />transit initiatives (CK Rider Transit) the plan allocates $476,000 for capital, $242,000 for <br />expansion vehicles, $1.76 million for administration, and $952,000 for operating in FY <br />2015. <br />There are no CCTS projects included in the current long range transportation plan for the <br />Cabarrus -Rowan MPO. <br />Cabarrus County Coordinated Transportation Plan <br />Locally developed coordinated human services transportation plans are intended to show <br />how human service agencies work together with transportation providers to address the <br />transportation needs of people with disabilities, seniors, and people with limited incomes. <br />These plans are required in the current federal transportation funding bill (MAP -21) for <br />transit agencies to be eligible for federal Section 5310 grants (Enhanced Mobility of Seniors <br />and Individuals with Disabilities). CCTS developed the Cabarrus County Coordinated <br />Transportation Plan in 2006. CCTS hosted a one day transportation summit in 2008 to <br />discuss and update the barriers to transportation. Attendees of the 2006 LCP were invited <br />to the transportation summit included elected officials as well as representatives from: <br />• Department of Aging <br />• Social Services <br />• Health Alliance <br />• Davita Dialysis <br />• Employment Security Commission <br />• Head Start <br />Attachment number 1 \n <br />F -3 Page 82 <br />
