Coborrus County Transportation Services <br />Finol Report — September 2015 <br />2014 Community Survey <br />In 2014, Cabarrus County contracted with ETC Institute to administer a survey to <br />residents of Cabarrus County. The purpose of the survey was to assess satisfaction with <br />the quality of county services and to gather input about priorities for the community. A <br />total of 406 residents completed the survey. <br />Over 82 percent of survey respondents felt it was "very important" or "important" for the <br />County to provide transit services. Approximately 63 percent of respondents had heard <br />about COTS, but only 6 percent of have used the service. In comparing the results of the <br />2014 survey to a similar survey conducted in 2010, the results noted a statistically <br />significant increase in satisfaction with transportation services for seniors and disabled <br />citizens. <br />ITRE Performance Plan and Analysis <br />ITRE is in the process of preparing a Performance Plan and Analysis for Cabarrus County. <br />A draft of this document (dated November 2014) was reviewed. The analysis includes a <br />Business Practice Questionnaire, which is filled out by the transit system, as well as on -site <br />visit. The Performance Plan and Analysis reviews the transit system's human resource <br />practices, operational policies, organizational structure, planning processes, and vehicle <br />utilization data. The report includes recommendations to achieve target objectives and <br />timeframes for implementation. <br />The Performance Plan and Analysis identified CCTS's strongest area as the growth in the <br />number of trips provided over the past year. The area needing the most improvement is <br />CCTS's use of Asset -Works software to ensure that they are staying in compliance with <br />preventative maintenance requirements. The following three target areas for needed <br />improvement were identified: <br />• Improved performance — increase passengers per mile and per hour, look for ways to <br />attract new riders, look for ways to improve performance <br />• Increased efficiency — combine isolated trips into other established runs, create an <br />established process of evaluating which trips must be served as a single run, <br />eliminate the overlapping of multiple drivers for a single vehicle <br />• Monitored repairs and routine maintenance — enter vehicle and wheelchair lift <br />preventative maintenance into Asset - Works. <br />Attachment number 1 \n <br />F -3 Page 85 <br />
