Coborrus County Transportation Services Finol Report — September 2015 <br />• Continue open dialog between CCTS and its customers and agencies <br />• Seek additional resources to bridge the gap in the underserved communities of <br />Mount Pleasant, Midland, and Harrisburg. <br />A second locally coordinated symposium was conducted in 2008 in preparation for <br />submission of grants in the following year. Two projects utilizing JARC and FTA Section <br />5310 funding were selected and recommended by the LCP stakeholders, which prompted <br />CCTS to apply for available funding. As a result, CCTS implemented the Cabarrus Links <br />deviated fixed route, which connected Midland, Mount Pleasant, and Harrisburg with <br />major employment and shopping destinations, including Concord Mills, Carolina Mall, and <br />Carolinas Medical Center - Northeast. The Cabarrus Links routes also connected to the CK <br />Rider system. The Cabarrus Links service was discontinued as of July 1, 2014 when most <br />of the riders became ineligible due to the designation of an expanded portion of the County <br />as part of the urbanized area, based on the 2010 Census. No replacement service has been <br />implemented in the areas previously served. <br />Concord Kannapolis Area Transit TDP FY 2015 -FY 2019 (Draft) <br />The Concord Kannapolis Area Transit TDP is intended to identify short -term (1 -5 year) <br />transit system improvements and funding strategies, as an eligibility requirement for <br />receipt of federal transit funding. Chapter 6 of the TDP discusses CK Rider's priorities <br />along with short and long -range implementation plans to meet their goals. To help meet <br />CK rider's goal of improving efficiency while serving a growing number of riders, the <br />chapter includes a short -term recommendation to continue coordination with COTS, <br />recommending that CK Rider and CCTS meet monthly to discuss ongoing issues and <br />ensure that CK Rider is providing adequate connectivity and service coverage. The TDP <br />does not discuss CCTSs future role as the ADA provider for CK Rider Transit. <br />The TDP calls for the addition of 1,362 revenue -hours of frequency improvement between <br />the periods of 2017 -2021. As this doesn't expand the network, it only has a minor impact on <br />the future CCTS /ADA service contract; the attractiveness of higher frequency service could <br />attract additional ADA trip demand. The largest impact will come from the new service <br />proposed along four new corridors that will definitely add to the ADA paratransit demand. <br />Each of the four new services will have a 3/ mile ADA buffer within which the ADA policies <br />apply. Those corridors are: <br />• South Concord with three stops through south of Corban Avenue <br />• Western Concord growth areas along Poplar Tent Road <br />• Kannapolis new routes for northwest and Kannapolis Parkway <br />• Regional service Rowan County and Mecklenburg County <br />Attachment number 1 \n <br />F -3 Page 84 <br />
