Coborrus County Transportation Services Finol Report — September 2015 <br />and increase the number of preventative maintenance services completed on -time to at <br />least 80 percent. <br />4.2 FACILITIES <br />The current CCTS operational and administrative headquarters is located in the Cabarrus <br />County Department of Social Services facility in Kannapolis. CCTS pays rent to the <br />County for the portion of the building they use. CCTS has a separate entrance from the <br />DSS main entrance; visitors to CCTS enter a receiving area where they are greeted by a <br />receptionist behind a sliding glass partition. The door to the CCTS offices from the <br />receiving area is locked and only accessible with an employee swipe card. The CCTS offices <br />have adequate office space for administrative employees and a large conference room is <br />available for meetings and training. As noted in Section 4.1, vehicles are stored and <br />parked overnight in a fenced lot adjacent to the CCTS offices. <br />4.3 SCHEDULING AND DISPATCHING <br />The call center (located within the CCTS offices) handles all reservations. There are two <br />employees that work full time in the call center and two additional administrative <br />employees that can assist with reservations when needed. Riders can call for a reservation <br />until 1:00 pm on the day prior to their trip. CCTS will accept same -day reservations, but <br />cannot guarantee that transportation will be provided or arrive on time. Reservations are <br />taken via telephone in the demand - response call center Monday through Friday between <br />9am and 5pm. In the evenings when the call center is closed, calls are forwarded to TJ's <br />Taxi and they relay messages to COTS. When TJ's Taxi is closed, calls are answered by <br />voicemail, which is checked at 5:00 am by the dispatcher. <br />CCTS employs two dispatchers. One works from 5:00 am to 2:00 pm and the other works <br />from 9:30 am to 6:30 pm. They share a large office adjacent to the reception area. The <br />afternoon dispatcher does most of the scheduling since reservations are to be made by 1:00 <br />pm the day prior to a trip. Schedules are prepared by vehicle for each day with an hour <br />scheduled for the driver's lunch at some point during the day. Drivers are rotated among <br />the different vehicles and routes, so they do not have the same vehicle and schedule each <br />day. Schedules are finalized each evening and the dispatcher will email the manifest for <br />any taxi trips to the taxi company. Most vehicles are equipped with mobile data terminals <br />(MDT) or tablets, so they do not require paper manifests. However, paper manifests are <br />printed for vehicles that do not have MDTs or tablets, as well as vehicles that are having <br />problems with their MDTs or tablets.
