Coborrus County Transportation Services Final Report - September 2015 <br />Vehicle Utilization <br />Based on vehicle utilization data provided by ITRE for the week of August 4 -8, 2014, CCTS <br />used either 21 or 22 of their 29 revenue vehicles each day, with up to 19 vehicles in use at <br />the same time during peak periods. This leaves at least 10 spare vehicles at any given <br />time, which is a more than adequate spare ratio. As of March 2015, CCTS has 27 revenue <br />vans. This will help to reduce their spare ratio, but the spare ratio would still be above the <br />recommended 20 percent, based on provided vehicle utilization data. <br />For four of the five days during the week in August 2014 for which vehicle utilization data <br />was provided, it was noted there was a vehicle that only carried one passenger. On the fifth <br />day there was a vehicle that only carried a total of three passengers. This would contribute <br />to the lower number of passengers per service hour discussed below in Section 4.5. Plus it <br />makes the number of vehicles in use at any one given time a poor indicator of the right <br />number of vehicles needed to operate the service effectively. <br />If significant performance improvement cannot be generated by some CTSP projects, then <br />the fleet size must be deduced by at least five vehicles, e.g. fleet under the base case should <br />be no more than 22 vehicles. <br />Maintenance Management and Tracking <br />Vehicle maintenance is handled by a private vendor in Cabarrus County. CCTS issued an <br />RFP for a maintenance contract, which was issued on July 1, 2014 to GMAX Automotive for <br />a 3 -year term. This is the second contract term for GMAX Automotive. The advantages of <br />this vendor are that they pick up and deliver the vehicles for service and give priority to <br />CCTS vehicles in scheduling. Ultimately, CCTS would like for Cabarrus County to handle <br />maintenance of CCTS vehicles in house, but right now CCTS vehicles would be low priority <br />for service behind police and EMS vehicles. In the future, CCTS would like the County to <br />have a dedicated maintenance person for CCTS vehicles. <br />CCTS maintains a maintenance tracking book for each vehicle. The private vendor also <br />maintains records. A county employee in the Infrastructure and Asset Management <br />division enters all maintenance records into Asset - Works.
