Coborrus County Transit System <br />Finol Report — September 2015 <br />complaint to the Transportation Manager. Once a complaint has been determined to be <br />valid, it will be dealt with in accordance with the county's progressive disciplinary <br />procedures. The passenger (mistakenly referred to as client in the policy) will be informed <br />as to the determination of validity of the complaint and what is being done to correct the <br />issue. <br />Recommendations: Passengers need an anonymous way to submit a complaint - the <br />passenger should NOT be required to deliver their complaint directly to a member of the <br />transportation staff. <br />Title VI Policy Statement <br />Any person who believes they have been mistreated by an unlawful discriminatory practice <br />under Title VI has a right to file a formal complaint. Any such complaint must be in <br />writing. According to the Cabarrus County Title VI Policy Statement, this written <br />statement should be sent to: <br />North Carolina Department of Transportation, Civil Rights & Business <br />Development <br />1511 Mail Service Center, Raleigh, NC 27699 -1511 <br />Or contact may be made locally by contacting: <br />The Transportation Manager <br />PO Box 707, Concord, NC 28026 -0707 <br />The policy in the CCTS procedures does meet the requirements of the law to advertise this <br />federal information mandate, but it lacks explanation of the purpose and intent of the law; <br />furthermore it lacks encouragement for citizens to treat the reporting of violations of the <br />Title VI Act as a personal civic responsibility. <br />Recommendation: Efforts should be made to revise the policy with guidance from local <br />human rights advocates, such as the Cabarrus Accessibility Action Committee.
