Coborrus County Transit System <br />Finol Report - September 2015 <br />Figure 17: Impact of CCTS Out -of- County Medical Trips - FY 2014 <br />Out -of- County Trips <br />Destination Counties <br />Fors <br />2°/ <br />The Department of Human Services noted that clients are sometimes allowed to dictate <br />where they travel (e.g., going to a doctor far away when a closer doctor could be used) and <br />this puts a burden on the transportation service. <br />Passengers are required to be ready two (2) hours prior to out -of- county appointments. The <br />operator will only wait five (5) minutes for the client to board the vehicle. All out -of- county <br />appointments should be Tuesday, Wednesday or Thursday between 8:00 a.m. and 1:00 p.m. <br />All reservations should be scheduled no later than 1:00 p.m. the day prior to the <br />appointment. <br />In the past, medical trips to Durham and Salisbury were coordinated with Stanly and <br />Rowan Counties respectively, but this practice was abandoned a couple of years ago. A <br />reduction in CCTS drivers and subsequent delays in vehicles meeting one another were <br />both cited as the reason for abandoning this coordination. <br />Recommendation: The out -of- county policy should consider allowing other passengers to <br />use the service if they can be slotted into trips that have been arranged to provide essential <br />out -of- county medical trips. The consultant recommends that coordination with Rowan, <br />Stanly and Mecklenburg Counties to deliver these expensive medical trips be reestablished <br />as soon as possible. <br />No -Show and Trip Cancellation Policy <br />The No -Show policy clarifies that when a driver arrives at the designated pick -up location <br />and the passengers are not there or cannot be ready for boarding within the allotted five <br />minute pick -up window, then the trip is classified as a no -show. <br />The Cancellation Policy states the customer must call before 1:00 PM to let the receptionist <br />know they will not need their trip that was scheduled for the following day.
