STATE OF NORTH CAROLINA <br />COUNTY OF MECKLENBURG <br />CITY OF CHARLOTTE <br />INTERLOCAL AGREEMENT <br />REGIONAL RADIO SYSTEM ADVISORY COUNCIL <br />THIS INTERLOCAL AGREEMENT FOR REGIONAL RADIO SYSTEM ADVISORY <br />COUNCIL is entered into and made effective as of , 2013 by and between the CITY <br />OF CHARLOTTE, a North Carolina municipal corporation ( "Charlotte "); MECKLENBURG <br />COUNTY, a political subdivision of the State of North Carolina, ( "Mecklenburg "); and each <br />entity that joins in this Agreement as a Member Entity in accordance with the terms hereof <br />(collectively, the "Member Entities "). <br />STATEMENT OF BACKGROUND AND INTENT <br />A. In 2003, the City of Charlotte and County of Mecklenburg, North Carolina, jointly developed <br />and implemented an 800 MHz radio system to support public safety needs and provide <br />service to various public safety agencies and other identified entities within the Charlotte <br />Urban Security Initiative Area (UASI). <br />B. Charlotte has been designated the lead agency for regional communications interoperability <br />of public safety agencies within the Urban Area Security Initiative (UASI) eleven county <br />region. Charlotte operates and manages the radio system through an Interlocal Agreement <br />for Consolidation of Radio System that Charlotte and Mecklenburg entered into in 2003. <br />Charlotte has established the infrastructure necessary for regional voice communications <br />interoperability with the support of several grants. <br />C. Since 2003, other local government entities have joined Charlotte and Mecklenburg in <br />sharing use of the regional components of the radio system (the "Regional Radio System," as <br />defined more specifically in this Agreement) and have signed service agreements to that <br />effect. <br />D. Charlotte, Mecklenburg and the other Member Entities now desire to expand use of the <br />Regional Radio System throughout the region, with the goal of enhancing and improving <br />interoperability of public safety communications between and among government entities. <br />To facilitate that effort, the Member Entities wish to create a regional radio advisory council <br />that will: (a) guide the strategic growth and development of the Regional Radio System; (b) <br />establish regional performance and technical standards for the Regional Radio System, (c) <br />establish interoperability processes and procedures, and (d) provide a formal governance <br />structure for ongoing oversight and administration. <br />Attachment number 1 <br />F -5 Page 78 <br />
