Ensure that government agencies develop and maintain internal Standard Operating Guidelines <br />(SOGs) to respond to emergencies. This includes review and revision of the procedures listed in <br />the annexes to the Emergency Operations Plan (EOP). <br />b. Ensure that exercises and tests of the emergency systems are conducted on a regular scheduled <br />basis. <br />c. Ensure that representatives from the various departments are designated to report to the <br />Emergency Operations Center (EOC) upon activation to assist with direction and control. <br />d. Develop a roster of key personnel who must remain on duty during an emergency or return <br />subsequent to an evacuation to relieve other key workers. <br />e. When directed, the County Manager acts on behalf of the Board of Commissioners in the <br />control of emergency operations and the implementation of emergency policies /ordinances, as <br />required. <br />f. Monitor and approve the expenditure of funds to support emergency operations. <br />g. Ensure all agencies (including the EOC) maintain administrative and financial records during <br />emergency operations. <br />h. Monitor the activities of the Cabarrus County Local Emergency Planning Committee (LEPC). <br />Ensure that Chairman of the LEPC collects and maintains required reports from facilities having <br />hazardous materials. <br />i.
