CONCEPT OF OPERATIONS <br />Emergency Management <br />a. Cabarrus County Emergency Management is responsible for the planning, preparation, and <br />execution of County emergency response operations. The Coordinator reports to the <br />Chairman of the Board of Commissioners and the County Manager. The Coordinator <br />performs assigned duties according to state statutes and local ordinances. <br />b. Emergency Management has incorporated the National Incident Management System <br />(NIMS) and Incident Command System (ICS) into all emergency planning and operations. <br />c. Prior to emergency situations, the department develops plans and procedures to prepare the <br />county for possible hazards. This includes: <br />(1) Develop, coordinate, and update the County Emergency Operations Plan (EOP) in <br />accordance with State and Federal guidelines. <br />(2) The Emergency Management Coordinator serves as the Community Emergency <br />Coordinator for Hazardous Materials as defined by SARA Title III. The Coordinator <br />maintains liaison with the Facility Emergency Coordinators through the LEPC. <br />(3) Coordinate planning and response efforts with other county municipalities for <br />incidents that could affect multiple jurisdictions. <br />(4) Establish and equip the County Emergency Operations Center (EOC). <br />i. Organize the EOC to provide the command, control, and communications <br />for response operations on a continuous basis. <br />ii. Acquire maps, status boards and other display devices to assist command <br />and control efforts. <br />iii. Obtain stocks of food, water, and other equipment necessary for the <br />effective operations of the EOC and staff. <br />iv. Coordinate the use of the Sheriff's Department kitchen to feed EOC <br />personnel during emergencies. <br />(5) Develop communications and information technology systems to provide primary and <br />secondary communications systems to the EOC staff (both fixed and mobile, if <br />necessary). <br />(6) Develop and implement a system to manage information during emergencies <br />(including internal messages) and to disseminate it to other levels of government and <br />non - government organizations. <br />Cabarrus County EOP Basic Plan — March 2014 <br />Attachr2edt number 1 <br />F -6 Page 148 <br />Primary and Support Roles <br />
