CONCEPT OF OPERATIONS <br />(6) As necessary, request additional assistance from the North Carolina Division of <br />Emergency Management. <br />(7) Disseminate information through Public Information Officer (PIO) during emergency <br />situations. Assist the PIO in developing and maintaining a public <br />information/education program. <br />(8) Coordinate with the American Red Cross representative to activate reception and <br />shelter areas within the county. Also, coordinate with adjoining counties for <br />additional shelter support as needed. <br />e. After the emergency situation has subsided or passed, recovery operations begin. The <br />Emergency Management Coordinator directs local recovery operations and coordinates the <br />activities of private, State, and Federal agencies /organizations. <br />(1) Train, equip, and deploy trained damage assessment teams during recovery <br />operations. <br />(2) Oversee recovery operations at hazardous materials incidents to insure the safety of <br />the public and protection of the environment. <br />(3) At the direction of the Chairman of the Board of Commissioners, initiate the return of <br />evacuees to homes when safe to do so. Monitor the progress and modify evacuation <br />procedures when needed. <br />(4) Work with the Western Branch Office of NCDEM to organize and equip DHS/FEMA <br />Disaster Assistance Centers within the county. <br />(5) Assist with identification and notification of applicants eligible for Public Assistance <br />programs (Federal, State, and local government entities, private non - profit organizations, <br />etc.). <br />f. In the event of an emergency involving the McGuire Nuclear Station, the existing response <br />procedures remain in effect. The Emergency Management Coordinator serves as the principal <br />contact for emergency notification of incidents involving the McGuire Nuclear Station and <br />inform appropriate local officials. The Emergency Management Coordinator maintains contact <br />with the Western Branch Office during a Fixed Nuclear Facility Incident. The Emergency <br />Management Coordinator activates the EOC should the incident escalate to a Site Area <br />Emergency or General Emergency. <br />Primary and Support Roles <br />National <br />Response Emergency Management is either a support or primary agency for each of the identified County Missions <br />Framework and ESF's <br />Emergency <br />County Fire Marshal <br />a.
