CONCEPT OF OPERATIONS <br />b. Library personnel can also assist with research and documentation. <br />c. Following an incident or event, library locations could be used in a number of capacities: <br />o Disaster recovery center <br />o Points of distribution/points of dispensing <br />o Personal comfort sites (warm up /cool down, charge phones, internet access, etc.) <br />d. There are four libraries in the County: <br />o Concord — 26,000sgft <br />o Kannapolis — 15,000sgft <br />o Harrisburg — 10,000sgft <br />o Mt. Pleasant — 3,500sgft <br />e. Each library has a conference room and other space available. <br />Medical Examiner <br />a. Cabarrus County does not have a designated Medical Examiner (ME). A mass fatality event <br />would require medical examiner support. The North Carolina Office of the Chief Medical <br />Examiner (OCME) a division of the North Carolina Department of Health and Human <br />Services (NCDHHS), maintains the North Carolina Medical Examiner System, a network of <br />over 600 medical doctors throughout North Carolina who investigate deaths of a suspicious, <br />unusual or unnatural nature. <br />b. The Emergency Management Coordinator requests this support through Carolinas Medical <br />Center — Northeast. OCME assigns personnel to support the county, which initially comes <br />from the regional OCME office in Charlotte. <br />c. When activated, the medical examiner develops procedures to recover, identify, and register <br />fatalities during emergency situations. <br />d. The medical examiner determines the cause of death, notifies next -of -kin, and releases the <br />remains and personal effects to proper representatives. The medical examiner issues death <br />certificates and supervise the location and transportation of remains. <br />e. The medical examiner identifies the resources needed to establish an adequate morgue <br />system in the event of mass fatalities. <br />f.
