PURPOSE <br />This annex provides guidance for crime prevention, maintenance of law and order, and traffic <br />control during emergency situations. <br />II. II. SITUATION AND ASSUMPTIONS <br />A. Situation <br />1. Law enforcement agencies must expand their operations to provide the increased <br />protection and support required during emergency conditions. <br />2. Numerous federal, state, and county law enforcement agencies are available through <br />mutual aid agreements to support local law enforcement agencies within Cabarrus <br />County (County). <br />B. Assumptions <br />1. Activities of local law enforcement agencies increase significantly during emergency <br />operations. <br />2. Adequate law enforcement resources and services are available through existing mutual <br />aid agreements. <br />3. Local law enforcement agencies obtain additional support from state and federal agencies <br />when all the local capabilities committed are not sufficient to control the situation. <br />III. CONCEPT OF OPERATIONS <br />A. Emergency law enforcement operations are an expansion of normal functions and <br />responsibilities. <br />B.
