C. Law enforcement activities remain under the control of the senior law enforcement officer for <br />the jurisdiction in which the emergency operation is taking place. The Sheriff is this authority <br />within the County. <br />D. Records vital to law enforcement functions are protected during emergency situations. <br />E. Law enforcement agencies within Cabarrus County are responsible for directing emergency <br />response operations within their jurisdictions. They develop and maintain mutual aid <br />agreements with surrounding law enforcement agencies. During emergency response <br />operations, these agencies ensure that the following actions are taken: <br />1. Maintain current internal notification/recall rosters and communications systems. <br />2. Assist in warning and notifying the local population of an impending or existing <br />emergency situation. Provide specific information on emergency situations to emergency <br />services, key officials, and special locations such as schools, hospitals, nursing homes, <br />etc. <br />3. Conduct law enforcement operations within jurisdiction during the emergency period. <br />4. Coordinate additional law enforcement support with other municipalities within the <br />County, other counties, and the North Carolina State Highway Patrol during response <br />operations. If the situation requires National Guard support, request this support through <br />the Emergency Management Coordinator. <br />5. If needed, provide a representative to the County Emergency Operations Center (EOC) to <br />assist with law enforcement coordination. <br />6. Provide transportation resources for critical emergency personnel and equipment, as <br />necessary. <br />7. Conduct traffic control to facilitate the movement of evacuees to shelters. <br />8. Provide security for the damaged/evacuated area(s) and critical facilities. Control access <br />to and movement within these areas. <br />9. Provide security for reception centers, shelters, feeding facilities, and the County <br />Receiving and Distribution Point (CRDP) during emergency operations. If Strategic <br />National Stockpile medications are deployed to Cabarrus County, be prepared to escort <br />movement of these supplies and provide security and crowd control at the dispensing <br />sites. <br />10. Municipal law enforcement agencies serve as the lead agency for the activation and <br />coordination of land search operations within their jurisdictions. <br />Cabarrus County EOP — Annex E — Law Enforcement <br />F -6 <br />Attachment number 6 <br />Page 238 <br />
