• Determine specific facility to activate based on impact of incident. <br />• Notify shelter agencies to activate local shelter(s). <br />• Staff and open local shelter(s). <br />• Notify public of local shelter(s) activation. <br />• Operate local shelter(s). <br />• Conduct shelter(s) demobilization and restoration. <br />1. Triggering Conditions <br />a. Cabarrus County has established a Shelter Coordination Team to assess the situation <br />in anticipation of or in response to an emergency and determine the appropriate <br />course of action as it pertains to mass care and shelter needs. The Shelter <br />Coordination Team is composed of representatives from the following departments <br />and agencies: <br />• Human Services <br />• Red Cross Cabarrus Chapter <br />• Emergency Management <br />• Animal Control <br />• Sheriff's Department <br />b. To help determine need, the County agencies will use predetermined triggers that <br />have been established and based on general understandings of types of emergencies <br />and their expected impacts on the community. A Shelter Activation Flow Chart that <br />is utilized to make the shelter activation decision is located in Appendix A. <br />2. Determine Local Sheltering Need <br />a. The Shelter Coordination Team assesses the emergency in anticipation of or in <br />response to an emergency. Upon recognition of the type of event, and the expected or <br />actual impact, the Shelter Coordination Team in coordination with each other <br />determine the type of shelter needed, shelter facility /location, staffing, services, and <br />resources required to adequately respond to the incident/event. <br />b. Once the need has been established and the Shelter Coordination Team has made the <br />determination to activate a specific shelter or shelters, the facility must be evaluated <br />by the Cabarrus Health Alliance for the final approval on the site before the shelter(s) <br />doors can be opened. <br />Cabarrus County EOP — Annex L — Shelter and Mass Care <br />F -6 <br />Attachment number 12 <br />Page 267 <br />
