Shelters expected to deliver a wider range of shelter services will follow ARC and <br />Americans with Disabilities Act (ADA) guidelines and standards. <br />3. Notify Shelter Agencies to Activate Local Shelter(s) <br />a. County departments and agencies tasked with shelter operations and providing <br />support staff are notified by Cabarrus County Office of Emergency Management <br />immediately after a decision has been made to activate a shelter(s). <br />b. Once notification from the Cabarrus County Office of Emergency Management is <br />received, the County departments and agencies tasked with support initiate <br />notification of the need to mobilize to their own staff. <br />c. The mobilization of shelter operations support staff will vary depending upon the <br />type of shelter(s) facility that is to be activated. <br />4. Staff /Open Local Shelter <br />a. After staff is in place, the Shelter Manager conducts a briefing that includes <br />information pertaining to the emergency, expected or actual impact on the <br />community, and anticipated evacuee shelter needs /services. <br />b. All County shelters will incorporate the National Incident Management System <br />(NIMS) and Incident Command System (ICS) guidance for implementation. <br />c. Once the appropriate shelter operations support staff and equipment assets have been <br />fully activated and mobilized, the shelter formally opens to the public. <br />d. All shelter staff are trained and knowledgeable of the specific functions they are <br />responsible for as well as the organizational and command structure that is used to <br />manage the overall shelter operation. <br />e. The following shelter staff, shelter support personnel, and public safety partners may <br />be used in support of the following functions: <br />• Shelter registration and intake processing <br />• Assessment and provision of functional needs support services <br />• Facilitation of shelter resident reunification <br />• Provision of dormitory and housing services <br />• Provision of food and beverage services <br />• Social and community program services <br />• Health/medical support services <br />Cabarrus County EOP — Annex L — Shelter and Mass Care <br />Attachment number 12 <br />F -6 Page 268 <br />
