APPENDIX E — DEFINITIONS <br />This section identifies terms and acronyms in the mass care and shelter annex. <br />Activation Trigger — A predetermined decision point that officials will use in shelter planning and <br />operations efforts to identify when to initiate shelter services for an affected population. <br />American Red Cross (ARC) — A nongovernmental organization (NGO) that provides mass care <br />support during minor to major emergencies. <br />Americans with Disabilities Act (ADA) — A law enacted by the U.S. Congress in 1990 and later <br />amended in 2009. It is a wide - ranging civil rights law that prohibits discrimination based on <br />disability. A shelter facility that complies with the ADA has met standards that allow reasonable <br />accommodation for individuals with disabilities. <br />Anticipatory Sheltering Mode — A mode used when shelter facilities are activated before an <br />emergency in order to mobilize staff and equipment to the shelter ahead of the anticipated impact of <br />the incident that might prevent or limit staff /equipment mobilization (for example, loss of power, <br />road closures, debris, limited visibility). <br />Concept of Operations ( CONOPS) — A document describing a proposed system from the <br />perspective of the stakeholder or stakeholders that will use that system. A CONOPS evolves from a <br />general concept and describes how a set of capabilities may be employed to achieve predetermined <br />objectives. <br />Family Assistance Center — A location designed to assist families during emergencies and serve as <br />a resource center to provide various familial assistance, behavioral support, or other general group <br />needs. <br />Functional Needs Support Services (FNSS) — Services that enable individuals to maintain their <br />independence in a general population shelter. FNSS includes the following: <br />• Reasonable modification to policies, practices, and procedures <br />• Durable medical equipment (DME) <br />• Consumable medical supplies (CMS) <br />• Personal assistance services (PAS) <br />• Other goods and services as needed <br />Children and adults requiring FNSS may have physical, sensory, mental health, and cognitive and/or <br />intellectual disabilities affecting their ability to function independently without assistance. <br />Others who may benefit from FNSS include women in late stages of pregnancy, the elderly, and <br />people who need bariatric equipment. <br />Cabarrus County EOP — Annex L — Shelter and Mass Care <br />Attachment number 12 <br />F -6 Page 313 <br />
