PURPOSE <br />This annex provides guidance for the organization and coordination of damage assessment and <br />reporting following an emergency incident or event. <br />II. II. SITUATION AND ASSUMPTIONS <br />A. Situation <br />1. Any emergency situation has the potential to cause damage. <br />2. A damage assessment program is essential to effective response and recovery operations <br />following an emergency. <br />3. The Emergency Management Coordinator oversees a Preliminary Damage Assessment <br />(PDA) to determine the severity and magnitude of the damages and identifies the actions <br />necessary to respond and recover from the impacts. <br />4. If an emergency situation results in a Presidential Declaration of an "emergency" or <br />"major disaster ", the Emergency Management Coordinator oversees a countywide PDA <br />of public and private property.
