APPENDIX 2 TO ANNEX P <br />COMMODITY DISTRIBUTION STANDARD OPERATING GUIDELINES <br />SUMMARY <br />The Commodity Distribution Standard Operating Guidelines (SOG) establish a comprehensive <br />framework of policy and guidance for Cabarrus County (County), municipal, and other public and <br />private nonprofit organizations for disaster relief commodity distribution operations. The SOG <br />details capabilities, authorities, and responsibilities. This SOG is designed for worst -case scenarios, <br />including catastrophic events. <br />The Commodity Distribution SOG describes a system for effective use of state and local government <br />resources as well as private sector resources necessary to effectively distribute relief supplies. It is <br />intended in all instances to be consistent with the National Incident Management System (NIMS) and <br />the National Response Framework (NRF). <br />North Carolina General Statute § 166A establishes the authority and responsibilities of the Governor, <br />state agencies, and local government for emergency management in North Carolina. Cabarrus <br />County Ordinance Chapter 22, Article H establishes the authority and responsibilities for emergency <br />management within Cabarrus County. The Cabarrus County Emergency Management Coordinator is <br />responsible to the County Manager for all emergency management activities. <br />The Commodity Distribution SOG establishes the duties and responsibilities for County departments <br />and agencies, municipal governments, and nongovernment and volunteer organizations that assist <br />with emergency response operations in the County. <br />Attachment A covers points of distribution (POD) site organization and operations. <br />Attachment B lists the basic resources needed for each POD site <br />Attachment C lists the POD sites in Cabarrus County. <br />This SOG supports the tasks assigned in Annex P: Donated Goods Management to the Cabarrus <br />County Emergency Operations Plan, February 2014. <br />Cabarrus County EOP — Annex P — Donated Goods Management 12 <br />Attachment number 16 <br />F -6 Page 350 <br />
