CABARRUSCOUNTY <br />COMMODITY DISTRIBUTION <br />STANDARD OPERATING GUIDELINES <br />I. INTRODUCTION <br />A. Purpose. The purpose of the Commodity Distribution Standard Operating Guidelines <br />(SOGs) is to establish guidelines for systematic, coordinated, and effective distribution of <br />disaster relief commodities in time of need. <br />B. Scope. The SOG applies to all Cabarrus County (County) government departments and <br />agencies as well as municipal governments that are tasked to provide assistance in a disaster <br />or emergency situation. The SOG describes the fundamental policies, strategies, and general <br />concept of operations to be used in commodity distribution. <br />C. Organization. This SOG consists of the following: <br />1. The SOG describes the purpose, scope, situation, policies, and concept of operations for <br />commodity distribution in an emergency or disaster. <br />2. Attachment A contains information on the organization and operation of points of <br />distribution (POD) in Cabarrus County. <br />3. Attachment B contains a list of personnel and resources necessary to establish and <br />operate a POD. <br />4. Attachment C contains a list of POD locations in Cabarrus County. <br />II. SITUATION AND ASSUMPTIONS <br />A. Situation <br />1. The principal highway transportation routes with the County are as follows: <br />a. Interstate Highway I -85 runs northeast- southwest through northwest section of the <br />County. <br />b. US Highway 29 runs north - southwest through the central section of the County. <br />c. US Highway 601 runs north -south through the central section of the County. North <br />Carolina (NC) Highway 200 branches off US 601 through the southeastern corner of <br />the County. <br />d. NC Highway 73 runs east -west through the central part of the County. <br />e.
