(2) Emergency protective measures <br />(3) Permanent work to repair, restore or replace road systems, water control <br />facilities, public buildings and equipment, public utilities, public <br />recreational facilities, etc. <br />9. After a Presidential declaration: <br />a. The President appoints a Federal Coordinating Officer (FCO) that controls the <br />Federal assistance efforts. <br />b. The Governor appoints a State Coordinating Officer (SCO) and Governor's <br />Authorized Representative (GAR) to coordinate the state assistance. <br />c. The Federal Emergency Management Agency (FEMA) establishes a Disaster <br />Field Office (DFO) central to the damaged area to administer public assistance <br />programs. FEMA opens Disaster Application Centers (DAC) for Individual <br />Assistance, where individuals may apply for Federal assistance. <br />d. If FEMA determines the area eligible for Public Assistance programs, FEMA <br />personnel conduct an Applicant's Briefing for officials of counties, cities, and <br />private nonprofit (PNP) organizations to explain eligibility criteria. The Emergency <br />Management Coordinator identifies and notifies eligible applicants. During this <br />briefing, each agency or local government eligible for assistance submits a Notice <br />of Interest. <br />e. Each public or private agency applying for public assistance appoints an <br />Applicant's Agent to act as the point of contact with the FEMA PA staff. This <br />agent collects documentation to support the claims and forward this information <br />with the completed applications to the DFO. <br />10. Other recovery activities and operations that take place include the following: <br />a. Animal control and sheltering <br />b. Business resumption <br />c. Communications restoration <br />d. Continuity of operations /government <br />e. Debris management <br />f. Demolition <br />g. Donations management <br />h. Engineering/construction <br />i. Environmental services <br />j.
