Responsible for developing meaningful, results- oriented, documented collaborations <br />with local agencies for housing, emergency assistance, education and job training <br />and placement resources, etc. <br />• Develop strategies and create a cohesive department from two separately funded <br />areas, (Family Services and Career & Education Services). <br />• Play a key role in the development of the agency's annual Strategic Plan. <br />• Where feasible strategically seek opportunities to apply for private, local, state or <br />federal funding along with a plan to administer the funding program. <br />• Stay abreast of industry best practices and inform the Executive Director where <br />program improvements are warranted. <br />Compliance and Reporting: <br />• Responsible for compliance monitoring based on program, federal and state <br />requirements. <br />• Develop and implement and annual compliance schedule that includes activities and <br />dates for monitoring (including file reviews). <br />• Ensure that information is entered into the State and agency systems (i.e. NC Works and <br />AR4CA) in accordance with program requirements. <br />• Ensure that program participant files (case notes, goal plan documentation, eligibility <br />determination etc.) are monitored to make certain that they are accurate and complete. <br />• Prepares and submits monthly and annual reports to the Director of Youth and Family <br />Services. <br />KNOWLEDGE, SKILLS AND ABILITIES: <br />• Knowledge and experience in working with federally funded programs and contracts. <br />• Ability to prepare contract performance reports that related to both financial and <br />performance data. <br />• Must possess strong leadership and interpersonal skills, be very detail oriented, have <br />strong organizational and time management skills. <br />• Experience in working with consultant services including but not limited to contracting <br />for services, monitoring payments, obtaining surveys from participants and clOCUr renting <br />performance. <br />• Ability to work independently and maintain professional boundaries and confidentiality. <br />• Strong organization and time management skills, ability to meet tight deadlines and work <br />under pressure. <br />• Requires some travel between Cabarrus and Rowan Counties. <br />QUALIFICATIONS: <br />Minimum: Bachelor's Degree in business administration, public administration or human <br />services - related discipline. Minimum two years experience in contract management including <br />federal and state funded contracts.
