General Instructions <br />Operating and Financial Statistics Report <br />Getting Started <br />General Overview <br />This Excel workbook collects essential financial and non - financial operating information on each rural <br />or small urban transit provider. The workbook is organized into a series of worksheets. Report all <br />data that is available for all transportation providers used under the auspices of your public transit <br />system and that only your system accounts for (e.g., volunteers, other providers, and other CT <br />systems). <br />Beginnning in FY11, reporting of operating statisitics will be on a quarterly basis Even though <br />reporting is quarterly, as can be seen from the forms data entry for operating statistics should be done <br />on a monthly basis. Note: The quarterly reporting requirements are focused on operating statistics. <br />Financial and certain other data will continue to be reported on an annual basis only. <br />Saving the OPSTATS Report File <br />Your first step should be to save the file to a location where it can be retrieved and updated. Once <br />saved, open the file and review and complete the form following the instructions in this document. It <br />is recommended that the file be saved frequently while updating information so as not to lose data if <br />technical difficulties with hardware or software are experienced. <br />Worksheet Tabs and Line Numbers <br />Tabs for each worksheet are located at the bottom of the Excel program screen and are labeled. Lines <br />in the form that require a number or other information to be entered are numbered. The line <br />numbers are on the left and right sides of the page. Instructions are provided in this document for all <br />numbered lines. (A hyperlink is provided which will take you to a page with specific instructions <br />and /or definitions for that line. To return to the worksheet you were working on, simply click on the <br />appropriate worksheet tab at the bottom.) <br />In some lines and columns, the answer is automatically calculated or information is copied from <br />another section in the report. These autofill lines and columns are protected and the answers cannot <br />be changed. <br />Reporting Period <br />The Fiscal Year period of performance is July 1 to June 30. <br />How to Report <br />Accrual Accounting <br />All financial data in the OPSTATS Report must follow accrual accounting principles. Under accrual <br />accounting: <br />- Revenues are recorded when earned, regardless of whether or not receipt of the revenue <br />takes place in the same reporting period. <br />- Expenditures are recorded as soon as they result in liabilities for benefits received, regardless <br />of whether or not payment of the expenditure is made in the same reporting period. <br />If a cash basis or encumbrance basis accounting system is used, worksheet adjustments should be <br />made to record the data on an accrual basis. <br />Example of Accrual Accounting <br />Attachment number 1 <br />1 -4 Page 443 <br />
